Leader of Pa. Higher-Education System Will Leave for D.C. Colleges Group

John C. Cavanaugh, who has led Pennsylvania’s 14-university State System of Higher Education since his appointment, in 2008, will depart the group at the end of February to lead the Consortium of Universities of the Washington Metropolitan Area.
