Chief financial officers tended to be somewhat more optimistic about the financial outlook for their institutions than for the economy in general.

Personnel and Budget Outlook: A Minority Reports Belt-Tightening
Many institutions, especially public ones, were preparing salary freezes. Few colleges reported that hiring freezes were likely.
Few Finance Chiefs Are Optimistic in Face of Slow Recovery
Declining federal support and concerns about the ability to raise tuition were major concerns among all the CFO’s who participated in the survey.
