Congressional critics of the Education Department’s proposed “gainful employment” rule will offer an amendment to prohibit the department from using federal funds to enforce the rule during the current fiscal year, the lawmakers said Monday.
The proposed rule, which the department is expected to finalize soon, would cut off federal student aid to programs whose students have high debt-to-income ratios and low loan repayment rates.
The amendment, offered by Rep. John P. Kline Jr., Republican of Minnesota, and Rep. Alcee L. Hastings, Democrat of Florida, would be attached to a spending bill for the 2011 fiscal year, which ends on September 30, and would be in effect only until then. However, a delay in putting the controversial plan into effect would give opponents more time to try to block or overturn it.
