More than half of the 50 public colleges with the highest total in-state costs also appear on this list of those with the highest out-of-state costs for tuition, fees, and room and board. All nine of the University of California campuses that accept undergraduate students, for instance, are on both lists. After California, Virginia has the most institutions among the top 50 for out-of-state costs, with five.
