Connecticut State University’s Board of Trustees apparently broke the law when it delegated the responsibilities of firing university presidents and establishing personnel policies, the state’s attorney general, Richard Blumenthal, announced on Wednesday, according to the Hartford Courant. Mr. Blumenthal, a Democrat running in a tight race for the U.S. Senate, said that David G. Carter, president of the Connecticut State University system, should not have been given the sole authority to fire the president of Southern Connecticut State University last year and that the board’s executive committee should not have been allowed to set human-resource policy. The system has seen its share of troubles, including leadership challenges and questions about whether the system office needs a major overhaul. In a surprise announcement last month, Mr. Carter said he would retire.
