A fall that was already uncertain for higher education because of the coronavirus pandemic became even more unpredictable on Monday. That’s when the Trump administration announced its intent to put out a rule blocking international students from coming to or remaining in the United States if their courses are taught entirely online. Now, colleges, many of which are still deciding whether to offer classes in person or online in the fall, are scrambling to adapt, as are their international students.

The past academic year, over a million international students attended U.S. universities, according to the Institute of International Education’s “Open Doors” report. For some institutions, these students account for 70 percent of their total student body.

The Chronicle has gathered below the institutions with the highest number of international students. While many of these institutions have announced a hybrid or in-person model for the fall, if these plans change, the loss of their international enrollment could make for a big hit to their overall enrollments.
